If you have not had this problem before; I would check the fuse first, if its blown try another fuse; if it blows immediately there is a "short" to ground somewhere.
If after checking and verifing that the fuse is ok, the blower (fan) motor itself is most likely bad.
The air you feel while moving is likely caused by part of a vent in open position or compartment air control set to outside position.
The controls could be "bad" most vent closing operation on automobiles use a air vacuum with solenoids and a small manifold under dash (either center or right side) under glove box. When driving at higher speeds, change controls to verify air flow in defrost setting-heater setting-mid-dash setting,etc.
