my bissell 1698c steam cleaner wont spray or suck up the water?

I put water and cleaner in the tanks and turn on steam cleaner but it wont spray cleaner or suck up the water, I took to repair shop theysaid needed top housing and divertor and it was going to cost over 150,00 to fix which doesnt seem to be worth it, can i fix myself?

PLEASE just don't buy another Bissell product and write them to let them know that we, collectively, will NOT put up with the absurdly low quality of their products. I can't say Red Devil or Hoover is any better, but I will at least check Consumer Reports before replacing my Bissell that won't work like yours in the next few weeks. I am sorry for your problems with the product. I actually cried I was so frustrated that I spent all that money (a lot of money to me) and used the product only 2 or 3 times before it stopped spraying solution AND picking up solution I applied by hand with a pitcher. These day's it's like you can't win no matter what you do with all these for crap products on the market. I can't afford to just go out and buy another steam cleaner, so now I sit with a big wet place on my carpet for the next week and a half until I get paid. I'm gonna guess it will ruin my carpet and/or sub-floor. Or I'll spend my grocery money renting a steam cleaner instead of buying groceries. Thanks, rich Bissell executives in your mansions.
