heater blower problems on a 97 mondeo?

the heater blower switch only works on setting 4.i changed the switch and the reply in fuse box but made know difference.dont know where else to look

the problem is caused by the heater switch resistor burning out.unit is located on right hand side of pass footwell below storage compartment,it has 4 wires coming out of it.
