Lights On noise stays on when ignition key in?

The lights on noise, when you leave your van with its lights on remains on when the ignition key is in. With the lights off there is no noise, if you remove fuse 3, and leave lights on the front headlights are fine, but the rear drivers side light is inoperative, and the instrument dashboard lights are also inoperative.

I have tried changing the fuses relevant, as far as I can see, any ideas on this - its 1996 ford escort diesel

This is to stop idi*ts and l*zy g*ts leaving the keys in the ignition when they get out of the car to remind them that it is easy meat for the thieving g*ts in this world.
