Drive Problem?

I have recently purchased a secondhand rotary petrol mower, the mower has a drive, this was not working because the belt was off, i managed to get the belt back on from underneath (without removing any pieces). Now i find the rear wheels are rotating i.e the drive is working but without pulling the lever, so constantly in drive pulling the lever has no effect what so ever, the mower is a lawnpro!
Any ideas from anyone would be great, surely the drive is not shot as its constantly being driven? would this be something simple to rectify?? Thanks Martin.

Hi, Yes its a wheel version not a roller! from what i can gather the lever operates the drive gearbox. the cable is not rusted & everything is moving, maybe the problem is down in the gearbox, something not releasing? Thanks for the reply i shall take a closer look!

Is this a wheeled or roller machne? Does the lever on the handle operate a belt tensioner mechanism, or does it operate a lever on the drive gearbox?

If you take ALL the tension off the control cable (assuming it's not rusted solid), does it still drive?

I would suspect a control cable problem.
