Johnson & Starley J25-32?

The c/heating is working fine, however the flames on the pilot for hot water are coming out of the unit and are literally licking the pipes above. It is regularly serviced every 12 months. I have turned it off for safety reasons.

Definitely sounds sooted up.As Ian says these can be a nightmare to clean once they are sooted up as access to the heating body is limited.

unfortunately its quite common for the hot water burner to not be removed, sad i know but its a fact.

if they are licking out all the time heat exchanger could be blocked, if they are licking up on ignition then could be dirty pilot assembly burner area.

definately a wise move turning it off, get a engineer out, h/ex could be sooted due to too high a burner pressure etc

get it checked
