Push the winder away from the wind position, move it slightly to the right and at the same time see if you can turn the winder by hand, if you can then either there is residue on the winder rubber causing it to slip or the winder rubber is worn down one side and you have a flat spot that is not connecting with the wheel, if you can't turn the winder by hand at all then you have a seized bobbin winder caused by lack of oil.
