I have a 1997 caviler and I would like to know if it has rev limiter

You didn`t mention what engine it had but there might be a rev elimnator on this one .....try flooring it and if rpms go hi and low there is one incorpararted on it ......GM did use this feature .......also when it gets to about 100 or so mph it cuts the fuel pump off
