Coolant Temperature Gauge too high?

Hi
I have a peugeot 306 Y reg and its Coolant Temperature Gauge needle goes above 90 after driving for 5 minutes and then the fan starts running. The coolant reservoir/radiator is toped up so what could be the problem.

Probably stuck thermostat does the radiator get hot if not its the thermostat
