i had an escort td 1998 with the same problem i changed the injection pump solunoid and away it went.

Start by checking the rotor inside the turbocharger, it sounds like it could be siezed? make sure it spins freely...... Do you get lots of black / grey smoke from the exhaust? please give me some more info? thanks
