Can't help as such with your problem other than to tell you that your control panel is not (Scantronic) 9827 it's a Scantronic 9800, 9827 is just the part number for your keypad that goes with the 9800.
I will say though the 9800 is not really a DiY control panel, from what you say at the very least the battery needs replacing and the panel defaulting and re-programming - ideally an engineer's job.
