What is wrong with my dishwasher?

I have a Dishlex Global 300 dishwasher, which was in the house I just bought. The washer proceeds as normal through the cycle, but when finished has not used the majority of the powder. Consequently, the dishes, glasses etc are still grimy. Please help.
