rain leak on 1999 ford galaxy ?

rain water getting into drivers footwell seems to dribble down from under dash above bonnet pull (new windscreen fitted did not cure problem)

the problem is drain plugs are blocked this may only happen in heavy rain when blocked water goes in to polen filter then in to car
