How can I fix compact ride on EL63?

I have a compact ride-on lawn mower EL63, and the bolt that secures the lower clutch assembly to the upper clutch has come loose. The blade no longer spins when the blade is engaged. I re-screwed the bolt and this compresses a string inside the lower assemly.

How tight does the bolt need to be?

About 50 ft/lbs will be enough. Use an impact wrench - or you will have to find a way of preventing the engine rotating.
