Peugeot 309 removing radius arm?

Have Peugeot 309 1.3 1990, failed MOT on seized rear nearside radius arm. Can this easily be removed on a D.I.Y. basis or are special tools required? If it can be easily removed, can it be refurbished or is it best to replace with a new one (assuming they are still available)?
