My washer doesn't seem to fill with enough water?

With other washers I've had, the clothes 'slosh' around in lots of water. But with my new Hotpoint BHWD129, it just seems to saturate the clothes but there isn't much excess water. Infact, if I pause it, the door unlocks and I can open it with no water coming out. This doesn't seem right. It's not a problem with the water inlet because if I run a rinse cycle it's fine.
Any ideas?
