citroen c3 lights not adjusting?

Hi, there is a little dial beside the steering wheel, right hand side, to adjust the headlight beam up and down. This is not working. I have looked at manual and it doesn't state what fuse it might be. Any help please?

these are protected by the headlight fuse so if there ok then the fuse is ok i assume you are trying to adjust them while they are turned on as they should be
