I had 97 Ford Mondeo 2.0 Ghia tested as part of its MOT. ?

Since then the ABS light is on and Garage say that ALL four Sensors are faulty and need to be replaced.
How could this happen during a MOT Test and do I really need to replace parts?
MOT Failed due to Imbalance of Brakes and needs new Pads plus front discs.

suspect light would have come on when carrying out roller brake test [if ign was on it might have sensed that only 1 wheel was turning and that other 3 were locked thereby causing light to come on]possibly just requires fault clearing with appropiate equipment. as for imballance - brakes req checking etc, may be sticking pads/calliper .......
