changed the ecu on my 1999?

changed the ecu on my 1999 endura e fiesta and now car will not start - any help ta

I'm not the mechanic sorry. I left the car into the garage because it overheated. Mechanic changed gasket, core plug and several other jobs. Upon completion (he thought) he tested car. The fan did not cut in. Changed thermostat still no fan. He followed wires back to the ecu-most cars have switch on radiator but not my fiesta. He picked up secondhand ecu but does not seem to be the answer because recoding issues.
He would like to bypass ecu but requires wiring diagram to do so. The mechanic is a mate and genuine but we have hit a brick wall. He could have let me pay and I would have'nt have known problem untill engine damaged again. He plugged computer into car telling us temprature-the gauge in dash goes 1/2 way but we could set on computer temprature rising and no message is sent from ecu to fan relay to cut in. I may not be explaining this the best. Any help - thanks a million
