No heat from Zanussi TC7114W?

Zanussi TC7114W still operates okay but no heat. I have located and removed thermostat form inside drum. I have tested it with a multimeter and it confirms that there is a circuit. Does this mean that it is okay and fault is with the heater.

If fault is the heater how do I test it?

if there is a circuit through the stat then that is ok.remove the element at the back and you will see 2 stats attached to the back of it.both should be normally closed (have a circuit through them).one of these stats may be open circuit
