Where is the bobbin winder on Singer Creative Touch 1030?

I got this used machine from someone (with no promise that it would work), and the hand wheel won't turn. I'm quite familiar with sewing machines in general, but cannot locate the bobbin winding mechanism, and am wondering if it is engaged, and that is why the hand wheel won't turn. Any help would be appreciated. Singer Creative Touch 1030

The bobbin winder is part of the mechanism where you put the bobbin in, it is self winding, thread the machine up as normal, open the slide plate, push the little red button to the right, wind the thread round the presser foot screw a few times, make sure you have selected straight stitch and presser foot up, press on the foot control slowly and it will wind the bobbin, when it is full close the slide plate and the winder will drop down, pull the threads to the back of the machine ready to sew, if you can't turn the balance wheel make sure there is no thread stuck in the bobbin case area.
