Heater controls 02 PUNTO ACTIVE?

Heater blower speeds 1 to 4.Only works on setting number 4.Any ideas.

unit appears to be knackered you can pick up a repacement at local scrap dealer, as these are easy cars to come buy, very easy to fit this. good luck
