Im taking by pilot you actually mean a low flame in the oven on initial ignition.If this is the case then its the old Flame failure device problem yet again.The low flame warms a rod that bridges the burner,this then is connected to a valve which once heated pushes the main valve open.If this isnt happening then the FFD is faulty.
