Programming Veritas Alarm?

I have a veritas R8 and when I try to enter programming mode for bell test and the like I get a single tone and it won't enter any mode, I get the same tone when I enter 1234 as the engineers code. Can the users programming mode be locked? Any help would be appreciated

If the installer set the programming with his code, without the installers code, you will not get in to programming, a way for installer to get a callout fee,
