Can u help fix my Valliant Turbo max pro. 28E boiler?

I have a Valliant Turbo max pro 28E - We have no hot tap water. Boiler fires up ok for radiators but not for taps. When you reduce water flow to the boiler it sometimes cuts in but struggles to get up to temperature
