how can i find out what is wrong with my moffat mss600 oven?

i have had the oven a few years now and all of a sudden its not cooking the food top shelf will sort of cook when on full anythink on a lower shelf just steams ,takes 2 hours to cook a tray of oven chips ,can anyone help please
