my ford fiesta wont start?

my 1995 fiesta 1.1 wont start but will bump start.
it has had new plugs, leads, fuel filter. once it has been bump started it will restart, but when left for a while it has to be bump started. the fuel pump is working fine.... the fuel regulator has been mentioned but i have no idea what to look for......HELP PLEASE
