Whirlpool AKZ169 Cooker not getting hot enough?

I have a Whirlpool AKZ169 cooker and although the 5 lights on the display show it is at the correct temperature a thermometer inside is showing that it is nowhere near the required temp. Would this be down to the thermostat or the element?

Probably the thermostat - though are you sure your thermometer is correct?
