Usually when that happens, the plastic arm on the transmission breaks. Check for it where the vacuum pivots, below the headlight. There you will see the cable and the bracket where it attaches to the arm. The cable is adjusted by loosening the Torx 25 screw on the bracket and moving the slider on the top of the handle to change the position.
