golf Mk3 1995 all wipers have a mind of ther own?

all the wipers will start by themselves full wipe or intermitant and might stop. stalk will operate them but won't stop them. assume its the little black box but where is it?
any ideas, cheers

The black box is a relay in the main fuse box - It will have 99 on it in big print.
