Briggs & Stratton engine. Lazy starter motor?

Briggs & Stratton Diamond Plus 15.5hp
Starter very slow just turns over engine even when using heavy duty jump leads off my car with engine running. not turning fast enough to start engine.

it may be the armature is burnt out or damaged

Remove the sparkplug then try to turn it over and check for gas being forced out of the sparkplug hole. The needle valve in the Carb. sometimes leaks and floods the cylinder. This will cause a very slow to no turn over.
