how do i adujust the idle it runs rough and stutters some times

is this a old 140 with a kohler engine. if it is, screw both screws in all the way and then turn out 1 1/2 half turns. may have to fine tune from there. also make sure the throttle shaft is not loose in the carb or the carb might need to be taken apart and cleaned.
