They are entirely different models. The 028 is 54.68cc & the 038 is in the 72cc-75cc depending on the year of manufacture & if it is a Magnum.

In their standard form, 038 is 61cc, 028 is 52cc. 028 is more of a consumer saw, 038 leans to the professional side.
