Kinda like the previous fella said, It may be the stalk. but before you fork out for a new one(and I know what Citroen prices are like) see if its possible to strip the stalk down, the speed of the motor relys on how much voltage goes to it and this is controlled by the stalk. The problem could be some thing as easy as years of arking has made a carbon build up and so isnt giving an electrical path. have look if possible, disconnect buy some spray electrical cleaner and give it a clean up. you never know!
