car will start in icy weather but not camp conditions?

my 1995 nissan micra wont start if it has been raining during the night or it is a damp misty morning will wd40 help or is there another spray i could i triy i tried a portable jump starter but it stil didn,t start

This is a definite problem on Micras. There is moisture getting into the distributor cap which is shorting out the rotor/points. This often happens if the car is not in a garage but left outside on a wet street - it doesn't have to be raining at the time - just wet road surface under the car.
There are damp starting aerosol sprays (e.g. Holts) which when sprayed all over the distributor cap and the high tension leads will exclude moisture. You should keep this spray can in the boot. Another solution is to heat/dry the distributor cap etc in situ with a hairdrier!
