Fiat Ulysse - Automatic Climate Control System Fan Clicking And Not Startin?

I have 2003 Fiat Ulysse when starting the climate control you can hear the fan trying to start but it just makes a clicking noise and do's not start. I had this problum last winter but when spring came it started working again.

In the book it says "When the external temperature is verry low, the fan may not be activated. Do not consider it a malfunction the system will restore the normal operation as soon as the temperature threshold set by the system is reached"

I have tryed going for a drive untill the engine has reached its running temperature and the fan is still not starting it's just making its clicking noise.
