Briggs & Stratton 35 - stuck on high RPM?

Hi, I have a Victa with a B&S Classic 35.
Just recently a problem started where even on small throttle openings the engine screams at full rpm.
Its running well and there is no smoke, but I cannot slow the engine down. At full throttle, there is plenty of power. Oil is fresh.

It has a pull-start and rubber primer button. Any ideas on what may have happened?

Had the same problem with my MTD Briggs/Stratton push lawnmower. Took it to a lawnmower repair shop. Brought it back home after the tuneup and the mower still ran fast, then after mowing a while it would stop. Took it back and they installed a carburetor kit.

Govenor spring(s) caught up, incorrectly fitted/adjusted or the speed adjustment metal "tang" has been bent forward too far. The fact it has fresh engine oil has no bearing on it.
