Omega 2001, the heater will only blow cold. all the pipes are hot any ideas?

i have a 2001 Vauxhall Omega it wont heat up. it blows cold air but wont blow hot. the local garage said all the pipes are hot and the water is flowing round the system. any ideas?

i wish i knew mine is doing the same but only on the drivers side passenger side is working ok fan is blowing great for both sides
