MY WASHING MACHINE DRUM WILL NOT TURN?

THE MACHINE TURNS ON, WATER ENTERS THE DRUM AND THE MOTOR ACTIVATES BUT THE DRUM DOES NOT TURN. I HAVE CHECKED THE BELT AND IT IS STILL ON.
