will lowcompression cause no start?

I have a small toro 3hp snow blower with tecumseh engine, i have new carb good fuel and good spark and still will not start, it seems to have some compression but not sure if it is enough and would the lack of compression cause no start

low compression maybe the rings, valves, head gasket etc, or it may not fire because of ignition timing may be out, so have a look at them...!
