boiler not working?

i have a ideal elan 2 (rs40) boiler. there is a pilot light on but when i turn on boiler the gas does not light. could this be the thermocouple if so could i replace it myself.

its not the thermocouple as the pilot is alight
its more likely the fan there is a sequence ,fan air pressure switch ,gas valve

The boiler manual has a simple test for thermocouple operation.
You may be able to fix it practically but not legally
