Kenmore Model 96273100 No Heat?

I have used the wiring diagram located behind the back panel.
All NC checks are 0.00 ohms
Heating element has 9.8 ohms
All the rest of the resistor values are within specs.
Measuring A/C at all the points is about 120v
I am at a loss.
