Briggs & Stratton 375 - Governor not working?

My mower starts OK however when I set the throttle to full revs the engine is just running a bit faster than idle. It appears that the Governor is not working. When I am mowing, the grass is not being thrown into the catcher and the engine cuts out when I get into longer grass.

I would be most grateful if anyone could help me with how to fix the Governor.

Check the cable and linkage at the carb for binding. Governors
rarely go out of adjustment. I have seen the spring come off of a few. Unless you have a tachometer don't try to adjust the governor. An over speed small engine is a 40 pound grenade.
