Have a leaky hot tap in bathroom but cannot turn off the water as the wheel thing won't budge. Is there an easy device to fit on another bit of the pipe to turn off the water so I can put in a new washer on the tap?

use wd40 to break thru the rust or go to a company that renovates major appliances like motors they have a freeze compound which is like wd40 but german. this will free up any rusted item

what wheel thing? do you have a cold water tank? if so at the bottom there will be 2 valves usually red handled one of these will be the supply to the hot water cylinder the other will feed the bathroom etc turn both of if you like and after a few secods there will be no hot water from tap, if you have a combi boiler turn of the cold inlet supply beneath the boiler which will shut off the hot supply
