Briggs and Stratton tick over problems?

Hi, i have a classic 35, i cant get it to tick over, i have cleaned the carb, added new fuel, spark plug and fuel additive, still no tick over.

any suggestions?

Have you adjusted the throttle speed adjuster "tang" and repl;aced the diaphragm when you cleaned the carb?
