It needs a new clutch. It is a little difficult to replace. However, I am a 44 year old female and the hardest part for me was getting the thing upright so that I could work on it. The clutch is a round thing with rubber on the edge. It connects to a flat metal disk when engaged. Put your mower in neutral and and then remove it. Take it to your parts store and get one exactly like it. It is not as hard as it sounds. You can actually see the way it works if you can depress your clutch and change the gears while looking at it in an upright position. Good luck
