no heat to down stairs radiators?

i have put a new radiator in downstairs and now am having trouble getting any heat to all the downstairs radiators. upstairs is boiling.i turned upstairs off and bled downstairs ( over two days worth of bleeding )and they came warn until i turned upstairs back on then they went cold again. help!!!!!!

Find the circulating pump and increase the speed.

Turn up the thermostat control on the boiler by a notch.

Balance the radiators i.e. close off the outlets (lock shield valves) a bit on the upstairs rads and open them up a bit on the downstairs ones...see...

so that the available heat is being shared more equally between upstairs and downstairs.
