my 1.8tdi focus is blowing cold air out the heaters and the water reservoir is cold

if the expansion tank is cold then you need to look at changing the thermostat, if you have already done that then you may have a blocked radiator or possible a blocked heater matrix but a bloxed matrix wont cause the expansion tank to be cold most likely the stat or in worst case the radiator.
