is there a fuse in the coffee maker wiring?

is there a fuse in the coffee maker wiring on the neutral side of the heating element?

No

It would be starange indeed if a designer/manufacturer of anything put a fuse on the neutral side of a load.

Internal fuses, if fitted, are always on the Live side and are nearly always the first component.
