How can I fix my heater on our rover 45?

On the heater switch settings 1 & 2 does not work but 3 & 4 are ok, I've heard this is a common fault, how can it be fixed.

it may be dust on the switch,? try spraying it with switch cleaning spray,whilst at the same time turning switch back and forth?
